IBOR Transition  – IBOR to Alternative Benchmark Rates

The IBOR Transition Workshop is a one-day program designed to address the imminent transition from the London Interbank Offered Rate (LIBOR) to alternative benchmark rates such as the Swiss Average Rate Overnight (SARON), Secured Overnight Financing Rate (SOFR), Reformed Sterling Overnight Index Average (SONIA), Tokyo Overnight Average Rate (TONAR), and Euro Short-Term Rate (ESTER). The ICP will also stop publishing data for the London Interbank Offered Rate (LIBOR) from June 30, 2023.

Despite industry efforts, trillions of dollars of contracts remain tied to LIBOR rates that will cease to exist at the end of June 2023. To address this, the Federal Reserve and the UK Financial Conduct Authority (FCA) are undertaking ongoing consultations on synthetic LIBOR. In December 2022, The Federal Reserve recently adopted a final rule identifying the benchmarks that will replace USD LIBOR pursuant to the LIBOR Act in various types of contracts lacking workable fallback provisions. This rule marked a significant milestone in the US financial system’s transition away from LIBOR. Meanwhile, the UK’s FCA may compel the publication of synthetic LIBOR to provide an additional 15 months of runway for loans and bonds falling outside the scope of the LIBOR Act. Overall, it is crucial for financial institutions to stay updated on the ongoing developments surrounding the LIBOR transition to effectively prepare for the switch to alternative benchmark rates.

The workshop is designed to help banks and non-banking organizations prepare for the transition by building a comprehensive transition plan and performing an initial impact assessment.
